As described in the first announcement of this meeting, we will try a new structure for the User Meeting. Day 1 will mostly be devoted to presentations of the instrument status and the projects which are currently under development or planned. Day 2 will be devoted to scientific presentations on the topic of ``Molecular Clouds and Star Formation''. This theme has been chosen for two reasons: firstly, the majority of the contributions which have been announced to date deal with this topic, and secondly, this field is one of the two main scientific drivers for the `Large Southern Array' project (LSA), which will also be presented.
